The Institut Bauen und Umwelt (IBU) is an industry-wide association that runs a programme to procure Type III Environmental
Product Declarations (EPD) for construction products according to ISO 14025 and EN 15804. EPDs are the basic data for
building certification schemes, such as the DGNB certification of the German Sustainable Building Association or the
Sustainable Building Rating System for Federal Buildings (BNB) of the Federal Ministry for the Environment, Nature Conservation,
Construction and Nuclear Safety. The IBU is the only programme operator in Germany, which creates and publishes EPDs across
industries of construction products and components. The members of IBU are currently about 180 national and international
companies and associations from all sectors of the construction product industry. These companies are pioneers in the field of
transparent environmental- and health information.
For more than 10 years the IBU stands for quality and credibility in the field of Environmental Product Declarations.
So it's not surprising that the IBU is world's first programme operator, which has implemented the European standard EN 15804
(Sustainability of construction - basic rules for the product category Construction - Environmental product declarations).
This has ensured that the data provided by the member companies fits both nationally and internationally in the standard
structure, which results from the Construction Products Regulation.

and primary products and services in the form of Environmental Product Declarations (EPD) on the following pages. For
security reasons, registration is required before you can access the data. The registration and use of the online tool

After successful registration you will receive an automatically generated e-mail with a link to confirm your e-mail address.
After you have clicked on the link you will be forwarded immediately to the online tool. After the user name and password set up,
you can use the online tool for free and unlimited.

With the EPD online tool of IBU, you can easily create your EPD on the Internet. For security reasons a registration is required.
After registering, you will receive an e-mail with a confirmation link. After you enable this you will be automatically forwarded
to your personal home page. Here you have the option of using the button "create own EPDs" to enhance your user rights. For this
we need some company-related information to complete the registration. If IBU has verified your information, you'll get access to
the advanced features of the database system. Access and use of the online tool is a free service for you! However, if you want
to enter the created document into the verification process on this page a membership at IBU is required.
It is not possible to create the (confidential) background report to your EPD via the EPD online tool. This document, in most
cases, is to be created by a life cycle assessment expert.
The Creation of an EPD
Basically, the process of EPD creation respectively the contents of an EPD are regulated in the ISO 14025 "Environmental labels
and declarations - Type III environmental declarations - Principles and Procedures" and in the EN 15804 "Sustainability of
construction works - Environmental product declarations - general rules for the category Construction".
It is a three-stage process whereby the following points are successively treated:
Definiton of a PCR-Guidance Text
There are two main technical documents which set up the framework for the creation of an EPD in the IBU programme:
The Product Category Rules Part A
The PCR part A specifies the contents of EN 15804 and describes the requirements for the background report
and the calculation rules for the LCA. The PCR part A is valid for all products and must therefore be used
in any case. In the "additions to part A" further product-specific calculation rules are listed.
Specific PCR guidance texts Part B
The product specific PCR guidance texts contain rules to be applied to all products within a defined scope.
For example, it is listed which properties and which environment or health-related evidences are necessary
in order to get the declaration. You can find the various parts B immediately after logging on the online
tool under the menu item "Dashboard".
If a specific PCR-text does not exist for a product, the creation of PCR part B is the first step. The PCR guidance text
specifies and complements the EN 15804 in the product-specific areas and serves as a template for the preparation of EPDs.
In the EPD Online tool the part B serves as a template and indicates, which information is required in each section.
The PCRs are usually created by the IBU, in cooperation with the manufacturers and other experts. The creation process
takes one to two business days if the documents needed for creating the PCR (e.g. standards) are available.
Then interested parties become involved into the creation process via an internet forum and it is possible
to comment the PCR draft.
After this step, the PCR has to be reviewed by the IBU Advisory Board (SVR) for review and release. After the
Advisory Board has reviewed and released the PCR, the document can be used to create EPDs.
Creation of the EPD
During the creation of an EPD in most cases, in addition to the manufacturer, LCA practitioners are involved.
Tasks of the manufacturer
The manufacturer shall provide all information needed for life cycle assessment (data collection). In many cases, the
texts of the EPD will be formulated by the manufacturer. The modelling of the LCA and the creation of the background
report for the LCA study are not normally performed by the manufacturer as both, special software as well as specific
and detailed knowledge of life cycle assessment, are needed.
Tasks of LCA practitioner
The LCA practitioner models life cycle assessment interprets and describes the underlying data and writes the
background report to the EPD. Often the EPD texts itself were created by the LCA practitioner as well and then
submitted for verification to IBU. Many LCA practitioners can draw on experience in EPDs. So they can often provide
advice and assistance on all matters related to the EPD preparation work.
Independent verification and publishing
The verification by an independent third party verifier in addition to the activities of the SVR is another important
quality assurance measure. This ensures the highest level of quality and credibility of the forthcoming documents for
publication. All verifiers are LCA-experts with specific background knowledge of the normative bases around the EPD
creation. After successful testing, the document can be published in the online tool and is available for all
